For a fleet, tyres are the second-largest running cost after fuel, and the easiest one to waste. A drive-axle tyre that is wrong for the route, or a set that is mixed bias and radial on the same axle, will wear unevenly and take the casing with it.

Not on the same axle. Bias and radial tyres flex differently, so mixing them on one axle causes uneven load sharing and fast wear. If you are switching to radials, change a full axle at a time.
